If you only take a pistol though, and no other gear, you do get tagged. And if you take a pistol but also take a rig, you don't get tagged. I have experienced tagged and cursed on a raid where I was fully geared. No clue what was the trigger in this case and probably a bug. If you put gear on, it breaks the tag. Say you kill a few scavs and toss on a rig or armor.
