I just checked and the rifleman perks increase the damage on a plasma rifle with the flamer mod. I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod. Sera67 2 years ago #4.

That being said, I do know that the enclave flamer mod can be found at the BoS vendor in Whitesprings, can drop from Cop a Squatter, and can be found as a loose mod in the cranberry bog area. If a player sells an item for caps at a vendor, then players behind them can see those items and buy them for a period of time.
